More than 200 Export Supply Chain Companies Call on Congressional Leaders to Act on Ex-Im Bank

Cantwell announces letter from supply chain companies who would be hurt by failure to reauthorize Ex-Im

WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) announced a letter from more than 200 small businesses and manufacturers in 34 states urging Congressional leaders to reauthorize the Export-Import Bank or risk hurting companies that make up the supply chain for some of the nation’s larger exporters.

“The Export-Import Bank is absolutely essential to our companies,” the letter said. “While many of us don’t access the Bank’s services directly, our customers do. We sell goods and services of all kinds to American businesses that rely on the Export-Import Bank to sell their products abroad.”

“Recent reports on the uncertainty of the Bank’s future may have already impacted sales, which can negatively impact our bottom line. Our customers need the certainty of export credit to successfully pursue many of their commercial sales abroad.”

Cantwell announced the letter during a speech on the U.S. Senate floor to emphasize the potential harm to small businesses and manufacturers if Congress fails to reauthorize the Export-Import Bank before its charter expires Sept. 30. The Export-Import Bank is the export credit agency for the United States, and it finances or insures the purchase of U.S. goods by foreign customers.

As the letter points out, large companies rely on small and mid-sized businesses to supply parts and services for products that are sold to customers overseas. Five of the nation’s largest Export-Import Bank customers – Boeing, General Electric, Case New Holland, Siemens Power Corporation and Bechtel – work with a supply chain of 33,000 small and mid-size companies spread out across every state, according to a 2011 study by the Center for Employment through Exports.

“There are thousands of companies across the United States that are part of the supply chain,” Cantwell said in a speech on the Senate floor. “Behind every 777 or Caterpillar tractor, there are thousands of workers who are working every day to refine their product, stay competitive, and retrain and refocus, to make sure we build the very best products in the United States and that we’re competing on a global basis.”

“We’re here to say that making sure we reauthorize this program is critically important to small businesses, manufacturers, and suppliers throughout the United States,” Cantwell said.

About 90 percent of the Export-Import Bank’s transactions directly involve small businesses.

The Export-Import Bank is self-supported through interest payments and fees, turning a profit for the U.S. taxpayer. In 2013, the bank transferred $1 billion to the U.S. Treasury. Nationwide, it has supported $233 billion in exports since 2007.

Cantwell has led the charge on the bank’s reauthorization and been among its most vocal supporters. In 2012, Cantwell introduced a bipartisan amendment to reauthorize the Export-Import Bank, and joined local businesses in Spokane, Yakima, Moses Lake and Everett to call for reauthorization.

We are writing today to ask you to reauthorize the Export-Import Bank without further delay. The Export-Import Bank is absolutely essential to our companies. While many of us don’t access the Bank’s services directly, our customers do. We sell goods and services of all kinds to American businesses that rely on the Export-Import Bank to sell their products abroad.

 

Recent reports on the uncertainty of the Bank’s future may have already impacted sales, which can negatively impact our bottom line. Our customers need the certainty of export credit to successfully pursue many of their commercial sales abroad.  The ongoing defense budget uncertainty compounds this threat for many of our companies with commercial and defense customers.   

 

Reauthorizing the Export-Import Bank should not be a partisan political game. Until recently, it never has been.  In fact, the Bank has been reauthorized more than a dozen times, and recently it was reauthorized with broad bipartisan support.  Reauthorizing the Export-Import Bank also helps reduce the deficit.   The Bank earns money on its fees and interest, and last year returned over one billion dollars to the U.S. Treasury.   It is time for Congress to schedule a vote, and reauthorize the bank.

 

More than 95 percent of the world’s consumers live abroad. We need our customers to have the ability to sell to those consumers.  If they do, many of our businesses will grow, allowing us to hire more employees and re-invest in our economy.  If they no longer have the Bank’s support, it is our foreign competitors who will reap the benefits of greater exports. 

 

We urge you to reauthorize the Export-Import Bank immediately, helping to reduce our deficit, provide certainty to our economy, and invest in America’s middle class.
